| WISCONSIN MINNESOTA HOCKEY LEAGUE
CONSTITUTION AND BY-LAWS, amended 4/2002
ARTICLE I
Name and Purpose
The name of this non-profit organization
shall be the Wisconsin Minnesota Hockey League. The purpose of this organization
shall be to encourage and improve youth hockey.
ARTICLE II
Membership
Membership shall be open to any local youth
hockey organization sanctioned by, and registered with, USA Hockey. Membership
of a new organization shall be approved by the WMHL Board of Directors.
ARTICLE III
Board of Directors
The WMHL Board of Directors shall consist of
the Executive Committee plus one (1) representative from each association. The
Board of Directors shall have the authority to conduct league business during
the current season. The Executive Committee will consist of seven (7) members -
the President, the Vice President, the Secretary, the Treasurer, the
Statistician, Selects Director and the Girls' Representative - will be elected
by the general membership at the Annual Spring Banquet/General Membership
meeting. Persons nominated for election must be active in an association in good
standing at the time of election. Individuals interested in serving as an
officer should contact the Executive Committee prior to the annual meeting to
have their name placed in nomination.
ARTICLE IV
Board of Director Meeting Rules
The Board of Directors shall meet on a
monthly basis. The Board of Directors and the Executive Committee shall conduct
all league business subject to board approval. One half or more of the members
of the Board of Directors shall constitute a quorum to transact business.
Matters pertaining to League Rules and Regulations may be affirmed by a simple
majority of Board members present. A two-thirds majority of the members present
and voting at a meeting are required to enact or change League Rules and
Regulations. Roberts Rules of Order, Revised, shall govern the League meeting in
all other areas.
ARTICLE V
Committees
Committees shall be set up at the discretion
of WMHL President.
ARTICLE VI
League Funds
League funds shall be disbursed through the
league checking account only with two signatures on each check, namely the
President and Treasurer. All disbursements shall be reviewed by the Board of
Directors at their monthly meeting. Disbursements under $100 may be made without
Board approval.
ARTICLE VII
The conduct of the Executive Committee and
association representatives shall be governed by their local organization, but
the Board of Directors may revoke the affiliation of any association with a vote
of two-thirds of the Board of Directors.
